🇫🇷 L’affaire du Movimento Armilar Armado (MAL), groupe néonazi qui planifiait des attaques contre le premier ministre Luís Montenegro et d’autres personnalités politiques, a mis en lumière de graves défaillances dans la coordination des services de sécurité portugais.
Auditionnée à huis clos par la commission parlementaire des Affaires constitutionnelles, la secrétaire générale du Système de Sécurité Interne Patrícia Barão n’a pas réussi à rassurer les députés. Premier problème identifié : l’enquête n’a jamais été analysée par l’Unité de Coordination Antiterroriste (UCAT), l’organe précisément chargé de centraliser les informations sur les menaces. Autre révélation troublante : le service de protection du premier ministre n’avait pas été informé des menaces pesant sur lui.
Les plans d’attaque du groupe n’ont été découverts qu’après la saisie des téléphones de ses membres — signe, selon plusieurs députés, que la surveillance du groupe était insuffisante. Pour la prochaine session législative, plusieurs partis envisagent de nouvelles auditions pour réformer en profondeur le système antiterroriste portugais.

Heard behind closed doors by the parliamentary Committee on Constitutional Affairs, Internal Security System Secretary-General Patrícia Barão failed to reassure MPs. The key issue: the investigation was never analysed by the Anti-Terrorism Coordination Unit (UCAT), the very body responsible for centralising threat intelligence. Even more troubling, the Prime Minister’s own protection service had not been informed of the threats against him.
The group’s attack plans were only uncovered after members’ phones were seized — a sign, according to several MPs, that monitoring of the group had been inadequate. Several parties are now considering calling further hearings in the next legislative session to push for a comprehensive reform of Portugal’s counter-terrorism system.
